“Highlights of Technical Activities at IIBEC: Changes in U.S. Model Codes and New Technical Advisories” by Emily Lorenz, PE, F-ACI – IIBEC

IIBEC members and staff spend a lot of time working on technical issues on behalf of IIBEC members. During this presentation, learners will be presented with highlights of changes to the 2024 IBC and IECC, as well as a preview of anticipated changes to ASHRAE 90.1-2025, and the 2027 IECC and IBC. Important changes to the 2024 IBC include changes related to secondary drainage requirements. In the IECC and ASHRAE 90.1, energy credits and thermal bridging requirements will impact your building enclosure consulting business. Finally, technical advisories under development at IIBEC will be presented, with an opportunity for input from the audience.

Learning Objectives

  1. Explain how model building codes are modified, adopted, and amended in the United States.
  2. Restate significant changes to the 2024 International Building Code and International Energy Conservation Code.
  3. Understand proposed requirements in ASHRAE 90.1-2025 and the 2027 IBC and IECC.

“Flood Mitigation Strategies for Building Enclosures” by Scott Bourcier, PE, LA – Gale Associates and Alan Pinciaro, Assoc. AIA – Gale Associates

Flooding, whether severe or moderate, can cause significant damage to building enclosures, disrupt operations, and lead to costly repairs. Water intrusion can compromise structural components, mechanical and electrical systems, and interior finishes, sometimes resulting in operational shutdowns lasting days to months. With climate change and evolving floodplain maps, properties previously considered low risk are increasingly vulnerable. Building enclosure professionals play a critical role in evaluating risk and designing effective mitigation strategies to protect structures, systems, and ongoing operations. This session will provide practical guidance for assessing flood risk and implementing cost-effective, resilient solutions. Topics will include hybrid approaches such as barriers, flood gates, deployable flood walls, backflow prevention devices, stormwater management upgrades, and other strategies that integrate with building enclosure design.

“Home-Field Advantage: Prefab Roofing and an Un-rainscreen” by Dan Clark – Thornton Tomasetti

This presentation will discuss how you determine when you have a roof or a wall, what the code says and how you interpret it. It will also discuss designing drainage strategies for a double-curved surface with concealed drains, along with how to maximize value to incorporate visual, construction, and performance mock-ups.

“Bridging Enclosure Gaps: Creating Continuity Between Roofing and Adjacent Enclosure Systems” by Leonidia Garbis, PE, LEED GA – Simpson Gumpertz & Heger and Corey Wowk, AIA, LEED AP – Simpson Gumpertz & Heger

Roofing systems play a crucial role in achieving seamless integration between horizontal and vertical enclosure systems. As building enclosure performance requirements continue to rise, roofing systems of a building’s enclosure become more rigorous, and enclosure systems become higher performing. To meet this demand, roofing systems are often called upon to ensure continuity in thermal, airtightness, and waterproofing aspects between horizontal and vertical enclosure systems. Often, the detailing, material compatibility, and durability at roofing transitions can ensure the overall effectiveness of the building enclosure’s performance. This presentation looks to explore some of the challenges often overlooked during the design of roofing transitions and emphasizes the importance of discussing detailing at edge conditions. By addressing material compatibility and durability and ensuring effective continuity, roofing systems contribute significantly to the overall effectiveness of a building enclosure’s performance.

MEET OUR PRESENTERS

Brian Pallasch, CAE – Executive VP/CEO IIBEC International

Emily Lorenz, PE, F-ACI –  IIBEC

Emily Lorenz, PE, F-ACI specializes in building code and standards work and advocacy, currently representing the International Institute of Building Enclosure Consultants as it’s Codes and Standards Advisor. Lorenz actively participates as chair of the Envelope Subcommittee developing the commercial provisions of the 2027 International Energy Conservation Code (IECC), vice-chair of the Envelope Subcommittee of ASHRAE 90.1, and as a voting member of several committees including the 2024 IECC Commercial Committee and the ASTM International Committee E60 on Sustainability. She also serves as an expert to ISO TC59\SC17\WG3 Environmental Declarations of Products.

Scott Bourcier, PE, LA – Gale Associates

Scott Bourcier, PE, LA is a Senior Project Manager at Gale Associates, Inc. with over 25 years of experience helping municipalities plan and implement infrastructure projects that improve utility capacity, transportation access, and environmental resilience. He partners closely with community officials to develop practical, cost-effective solutions. Scott brings extensive expertise in roadway design, utilities, stormwater management, pedestrian infrastructure, and regulatory compliance. He also supports municipal flood mitigation efforts, helping protect facilities and infrastructure against rising risks from climate change and FEMA flood map revisions.

Alan Pinciaro, Assoc. AIA – Gale Associates

Alan Pinciaro, Assoc. AIA leads Gale Associates, Inc.’s Building Enclosure Consulting and Commissioning team in our New Hampshire office and brings over 13 years of project management experience. He has worked on governmental, municipal, higher education, and healthcare projects ranging from under $1M to $19M. Alan manages enclosure consulting and commissioning from proposal through construction for roof, wall, window, and waterproofing projects. He also supports flood mitigation planning to help municipalities reduce risk, maintain operations, and protect critical infrastructure.

Dan Clark – Thornton Tomasetti

With over 15 years of experience, Dan specializes in managing a wide range of projects involving building enclosure systems, historic building rehabilitation, and construction administration. He has a proven track record of leading multidisciplinary teams, developing successful proposals, and delivering projects from initial concept through completion.

Throughout his career, Dan has worked extensively with institutions across the country, supporting a diverse array of projects—from leakage investigations and to the refurbishment of radial brick chimneys and the litigation support of a failed roofing system.

Leonidia Garbis, PE, LEED GA – Simpson Gumpertz & Heger

Leonidia M. Garbis, PE, LEED GA is a Senior Project Manager at Simpson Gumpertz & Heger (SGH), specializing in building enclosures. With over 10 years of experience, she designs and evaluates new and existing enclosures, focusing on custom curtainwall assemblies from design through construction administration. Her portfolio includes commercial, high-rise residential, and infrastructure projects. She is also skilled in enclosure forensic engineering, including investigating curtainwall and custom glazing systems. Garbis has extensive knowledge of facade, roofing, and waterproofing systems. She actively participates in the Commercial Real Estate Women Network and the Association for Medical Facility Professionals. She leads the SGH Glass and Glazing Practice Area.

Corey Wowk, AIA, LEED AP – Simpson Gumpertz & Heger

Corey C. Wowk, AIA, LEED AP is a Senior Project Manager in the Building Technology Group at Simpson Gumpertz & Heger (SGH) and has over 19 years of experience in the architecture, engineering, and construction industry, designing, investigating, and rehabilitating curtainwalls, windows, rain screens, roofing, and below-grade waterproofing. He has worked on both small- and large-scale projects, including residential and commercial buildings, mixed-use high-rise facilities, and institutional projects. He is a visiting professor at Pratt Institute’s Graduate Architecture and Urban Design Program with coursework focused on integrated building systems. He is the co-chair of the Rainscreen Association in North America (RAiNA) Performance Committee.
